Using Inkscape and Gimp where menus are part of the workflow, the menu must be
always visible with direct mouse access. So hover-to-display the menu would bad
for productivity. As you would need to move the mouse up to the top, hover and
look, then move over to the right menu item. 3 steps instead of one. So
permanent display of the menu must be somehow available. Even if just as an
option.
