I'd guess the devs considered this valuable feature as a bug?

You can force KDE to consider yakuake as a normal window by going to Window
Rules in the system settings, then set Window Class (application) [Exact Match]
yakuake, then Add Property..., Set window type, [Force] [Normal Window]. This
restores yakuake to the taskbar and the window switcher.
