yes that's unfortunately technically expected on X11. We get modifier states
when the mouse is polled which only happens on mouse movements.
On Wayland though, this works as expected.
On X11 there is not much we can do about it, sorry.
Setting to worksforme as it is working properly on the future windowing system.
