In fact your theory would be correct. A kernel bug affecting the AMD GPU is
causing exactly that to happen; see

However Plasma should handle this situation a lot better!
We did also make some improvements to this for Plasma 5.24. Any chance you
could check again there? The beta is out right now, and the real thing will be
released in under two weeks.
