much to big tooltip, wich cant be disabled.

STEPS TO REPRODUCE
1. disable all tootltips in all config in all KDE
2. use krusader or very many programs, still tooltips
(3. the KDE's saied its no fault of KDE no more, cause the Programs have to
buildin.)
OBSERVED RESULT
tootltips still there, cant be disabled.
EXPECTED RESULT
no more tooltips like 15.1 and before (i think i remember)

ADDITIONAL INFORMATION
there used to be many more tooltips setting options in KDE.
These were shrunk and still worked, if I remember correctly, until opensuse
leap15.1.
Apparently then someone saw that much more config is switched with much less
buttons than before and took away some setting effects.
the old switches are still missing in the config options of course.
The KDE's say its up to the Programs to correct.
Here is an ancient overview of switches that once additonally existed in KDE,
but far before opensuse leap 15.1, but (these seem to be left unchecked
somewhere.)
