SUMMARY
You are unable to reopen closed activities when there is only 1 activity open.
STEPS TO REPRODUCE
1. Login into a Wayland session (compiled on 25.01.2022).
2. Close all activities except the default one.
3. Try to reopen a closed activity.
OBSERVED RESULT
The activity remains closed.

Linux/KDE Plasma: Plasma master (Wayland session)
