Task Manager and Icons-only Task Manager behaves exactly the same. The only
difference is the presence or absence of window labels. Combining those two
into just "Window List" (I think that this name makes more sense for this
widget) and providing an option to show or hide labels would make reduce
complexity.
Also, there is something weird. Here in bugs.kde.org, the category of this bug
is named as "Task Manager and Icons-Only Task Manager applets" instead of
"Window list and Icons-Only Task Manager applets", which indicates that they
are pratically the same thing.
