Yes, tons of apps treat C as "American English" instead of having an explicit
en_US translation. That's the cause of this issue.

Unfortunately we can't fix the world especially for such a widespread issue.
Feel free to follow up with the apps in question, but from the Plasma
perspective, all we can do is either warn people about it or prevent
configuring it this way.
