Summary: When I try to erase parts of the top layer to reveal
parts of the layer underneath, but the eraser tool
keeps freezing up and it won't erase anything. I also
tried to transform the layer(horizontal flip), but
that wouldn't work either.

STEPS TO REPRODUCE
1. Add one layer as the background an image from your computer.
2. Add another image as a layer on top of the first and lock the first.
3. Use the eraser tool to try and erase bits of the top layer.
OBSERVED RESULT
It won't erase anything. It freezes up and gets really choppy. Then it goes
back to normal when I stop trying to erase it.
