SUMMARY
The clipboard manager UI is unstable in some cases, in which the scroll bar
appears and disappears repeatedly, appearing flashing.
STEPS TO REPRODUCE
1. Copy an image of the resolution at 657*368px
2. Copy 3 lines of text
OBSERVED RESULT
The scroll bar repeatedly appears then disappears.
EXPECTED RESULT
A stable UI.
