The 'geometric' selection tools do snap to the grid but you have to check in
'View -> Snap To' to make sure that only 'Snap To Grid' is enabled.
If you have 'Snap Pixel' enabled then it will snap to everywhere.
Is only 'Snap To Grid' enabled?
