While Krita shouldn't just crash when the input profile is missing, it should
not be possible to have zero profiles when Krita was installed properly.
This sounds like a packaging error...
Assuming the KDE Neon package installs into /usr, don't you have the file
'/usr/share/krita/input/kritadefault.profile'?
