The top of the window is blocked by the panel, and should instead be sitting
just below it, instead of behind.

SUMMARY
I have a Latte panel set up as a menu bar on the top of my screen (kind of like
MacOS). Whenever I maximise a window now, the controls for the window and the
draggable "bar" of the window sit behind this panel - instead of below - and
are inaccessible.


STEPS TO REPRODUCE
1. Create a new Latte dock panel and put it at the top of the screen
2. Open a maximise-able application (e.g. web browser)
3. Maximise the window and see it sit behind the top panel, instead of
respecting that space and maximising below it instead.
