The KCMs shown in the context menu correspond to the "Frequently Used" KCMs on
the Quick settings page.

I can't reproduce the bug. It works for me. Can you reproduce the issue on the
command line? e.g. instead of opening the touchpad KCM using the context menu,
if you open it by entering `systemsettings5 kcm_touchpad` in a terminal window,
does the same thing happen?
