I can reproduce something like what is described:
1. Add a system monitor widget (e.g. Total CPU Use) to a panel
2. Deselect "Show Title" in it's configuration dialogue
3. Hover the mouse pointer over the widget then the tool tip still displays the
title, or a default title if you delete the title string.
Please could you confirm if this is the issue you are seeing. If so, it is
already reported under bug #430562
