I can confirm this is the case for the 4.4.7, 4.4.8 and the Nov 10
5.1.0-prealpha (git 17a3a4c) appimages on Debian 10.
(It's more of a minor ergonomic inconvenience that a significant bug.)
When the group visibility is off, you can Create Blank Frame but can't paint in
it. You can Create Duplicate Frame and that works but you can't see the result
until the group visibility is turned on.
