If a pen (Wacom) is connected mouse clicks go to the wrong menu entry in GTK
windows. 
Only the mouse cursor is effected, tabbing the pen or clicking a pen button
works, interestingly.

STEPS TO REPRODUCE
1. Connect pen
2. open GTK app (My Paint, Xournal++)
3. try to click with the mouse on a menu entry in the GTK window

OBSERVED RESULT
always the first entry receives the click

EXPECTED RESULT
the menu entry below the cursor should receive the click
