Reproduction steps
SUMMARY
Windows minimize and restore to a panel that no longer exists
STEPS TO REPRODUCE
1. Create a new Kubuntu default panel on the top of the screen
2. Delete this panel right after creating it.
3. Try to minimize or restore an application
OBSERVED RESULT
When minimizing or restoring, the window animates to the top of the screen
where the panel used to be.
EXPECTED RESULT
The window should animate to the correct panel, as the panel on top no longer
exists.
