I have this issue as well on my laptop with Intel HD 4000 graphics and two
desktop machines with an RTX 2080 Super and GTX 970. Sometimes this bug can
cause an entire monitor to start flashing rapidly. I cannot recreate it
consistently but it started happening after the 5.23 update.
This is a rather serious issue for me as I am photosensitive and flashing can
cause medical problems.
