Seems to me the LC_ warnings are red herrings. What happens is that LC_* by
specification falls back to LANG if not set, and LANG is indeed the incorrect
value as per the perl output you've pasted.
That being said when I change the region in the KCM to pt_BR I get
cat plasma-localerc
[Formats]
LANG=pt_BR
which I'm guessing is then being exported verbatim and wrong.
