SUMMARY
Each time Discover is opened, "fetching updates" takes several minutes
STEPS TO REPRODUCE
1. Open Discover in KDE neon updated to Plasma 5.23 or in a clean install of
KDE neon (Plasma 5.23)
OBSERVED RESULT
Fetching updates goes on and on for several minutes. Once it's eventually done,
close Discover, reopen it and "fetching updates" goes on and on yet again.
EXPECTED RESULT
It should not take so long especially when Discover is opened immediately after
just updating.

ADDITIONAL INFORMATION
Using `pkcon refresh` followed by `pkcon update` is fast.
(BTW, both the VM and the bare metal install have been restarted after their
installation.)
