SUMMARY
In Settings > Workspace Behavior > Desktop Effects, changing between magnifiers
(in the Accessibility section) isn't effected by clicking "Apply". The change
is effective after restarting the compositor in Wayland (Settings > Display and
Monitor > Compositor) by changing some value, clicking "Apply" and then
changing to the original value and clicking "Apply" again or by logging out and
logging back in. In X11, just toggle the compositor off and then back on.
STEPS TO REPRODUCE
1. Open Settings > Workspace Behavior > Desktop Effects > Accessibility and
change from the default "Zoom" to either "Looking Glass" or "Magnifier". Click
"Apply". The new choice isn't effective.
2a. For Wayland, move to Settings > Display and Monitor > Compositor. Change
some value, click "Apply" and then change back to the original value and click
"Apply" again.
2b. For X11, toggle compositing off and on with Alt+Shift+F12.
3. The choice of Looking Glass or Magnifier is now effective.
EXPECTED RESULT
Selecting a desktop effect and clicking "Apply" should work.
