I have a similar bug on neon unstable with Opera browser running on Xwayland.
Sometimes a tooltip from Opera remains on the screen even when Opera window is
no longer focused. But I think Opera bug is related to Xwayland because
it also occurs on Wayland session of Gnome.
Same bug with tooltip from VLC player on Gnome Wayland:
