OK, that seems like the real bug. Having an empty value for that key in the
config file seems like a remnant of some old bug that's since been fixed as I
can't make it happen.
Can confirm that issue of always showing "American English" in the KCM when
nothing else is configured rather than the language from $LANG that was set in
the Formats KCM.
