When I open the "window rules" dialog from the context menu of any window title
bar, I can no longer add new rules, since the "add property" button is now
located _outside_ of the content shown here.
The button is only available when I open the "window rules" component via the
system settings dialog.
The same is true for the "Detect Window Properties" button
This is a regression.
