The interlacing feature in the clip properties panel is not able to actually
reverse the field dominance. But this is not the only parameter that when you
change from this window doesn't affect for real the clip and this is something
which has to be fixed. A similar issue exists for the export window when you
force the interlacing field priority. It's beffer to force the interacing
export and the piority by the export script by using the progressive=0 and
order=tt for the top field.
The way I use to control the field priority is by using the Interlace field
order effect that you can find in the video effect folder. This effect can be
placed on the clip, on the track and even on the master track wherever you need
to apply the conversion. Let me know if this works for you.
