a) No, uninstalling and reinstalling Krita doesn't wipe your settings. This is
intentional.
b) This is, of course, a problem with your particular system and not a bug in
Krita: most likely you have an outdated or broken graphics driver and will have
to reset Krita's settings so it will check again whether your system can
properly support canvas acceleration.
c) To figure out what's going on, please add the contents of help->system
information for bug reports to this bug as an attachment, and check whether
there's a %APPDATA%\kritacrash.log file, and if so, attach that as well.
