I'll post my info here rather than a new bug, as the above looks the same. I'm
getting it in X11, not Wayland.

STEPS TO REPRODUCE
1. Reduce clipboard to 1 entry only.
2. Create a folder in home directory.
3. Enter the directory & create a text file.
4. Right-click & copy the file.
5. Right click to paste, but no paste option exists on menu.
6. Right click on the same file again & copy.
7. Right-click & paste, and 'Paste one file' option now exists as it should.

OBSERVED RESULT: As above.

EXPECTED RESULT: Paste option to be available upon the first attempt.
