This project contains 3 clips only, which is very good for testing purpose. Can you do following test: delete one clip and check if rendering is starting. If not, make an undo (CTRL+Z) and delete another clip and test rendering. This, to find out which clip is blocking rendering. If you find the clip which is blocking rendering, go to the project bin and transcode this clip and enter the transcoded clip to the timeline.
