SUMMARY
I use Wacom as mouse on desktop. I do not use any touchpads. When click link,
window title cursor often switches to “drag mode” dragging element all over the
screen. Very often it happens on panel with application icons. I do not press
any additional buttons – just left click.
I was looking for solution but didn’t find any. Most of such problems are
connected with touchpads and even mouses. I can’t reproduce it with mouse, so
assume that it’s ok.

STEPS TO REPRODUCE
Usually it happens with gentle click. If press harder it occurs less often, but
still it happens.

OBSERVED RESULT
In  System Settings there are Touchpad settings. Are they really inactive and
do not influence Wacom tablet? Tap-and-Drag Gesture is checked by default
there. Is it chance that tablet and touchpad settings overlap?

I tried https://www.mankier.com/4/libinput settings in
/usr/share/X11/xorg.conf.d/70-wacom.conf with no result.
Option "Tapping" "bool" Enables or disables tap-to-click behavior.
Option "TappingDrag" "bool" Enables or disables drag during tapping behavior
("tap-and-drag"). 
Option "TappingDragLock" "bool" Enables or disables drag lock during tapping
behavior.
        Option "TappingDragLock" "off"
        Option "TappingDrag" "off"
        Option "Tapping" "off"

It more often happens in Map to Cursor (Absolute Mode) and rarely in (Relative
Mode). Switching to (Relative Mode) improved situation dramatically. Also left
click seems to work better in (Relative Mode). 

EXPECTED RESULT
Expect to have all necessary settings in System Settings to change tablet
behavior.
Expect Wacom to work smoothly as ordinary mouse.
