Unfortunately, that is the case. My sessionui.rc file looks perfectly normal, has not any toolbar definition inside, but the toolbar still pops up in the konsole. It looks like that the bug comes with bugs. :) The only thing working for me, from all possible workarounds I have read of, is checking the "Remember window size" option. Unfortunately, that is not a viable solution for me.
