SUMMARY
Placing An Icon In Lower Right Of The Desktop
Just Above The Bottom Panel 
Corrupts The Desktop When The Bottom Panel Is Rendered On Reboot or
Shutdown/Boot
(One Line or more up from bottom panel doesn't corrupt desktop)

STEPS TO REPRODUCE

1. Place an Icon in bottom right of desktop, just above bottom panel
2. Reboot


OBSERVED RESULT

On reboot when the bottom panel is rendered
the icon is rendered on the LEFT, BELOW the bottom panel (a scroll bar appears
on right).
The only way I've found to reposition the icon back above the panel (It just
snaps back) is to

1. Select/Cut Icon
2. Paste Icon & Rename

EXPECTED RESULT

To render desktop as normal
