Adding a setting is not going to happen because that would be
over-configuration, but what seems reasonable instead is to fall back to an
opaque background rather than an un-blurred transparent one when blur is not
available. The blur-less transparency does indeed present some usability
issues.
It would be a pain in the butt to implement this for every transparent surface
in Plasma, so I'm moving the bug to KWin for now to see if it would be possible
to do this centrally via an effect.
