Hi,
I tried the most recent stable one:
kate-21.04.3-393-linux-64-gcc.AppImage
and master one:
kate-master-380-linux-64-gcc.AppImage
and both did properly load the plugin for me.
Could you give these versions a try?
199 seems fairly old.
