It may be high priority, but it's completely inactionable at present.

The important question we need to answer is "is it actually broken or does it
just come later after someone has already prompted"
Which maybe is doable by getting a dbus-monitor log from the start, or
disabling everything (wifi) that uses kwallet on startup and confirming that it
then works correctly
