Do you by any chance have "Kinetic Scrolling" enabled in settings and have it
set to click drag? In "Configure Krita", go to the "General" section, under the
"Tools" tab try disabling "Kinetic Scrolling", then restart Krita and see if
that fixes the issue you are describing.
