I was able to reproduce it on two machines by doing the following.

1. Make sure "System settings" is not open when you restart (for example,
because of session restore)
2. If you can still open the activity switcher, no need to do anything. If you
cannot open the activity switcher, restart or run

kquitapp5 plasmashell
kstartapp5 plasmashell

until you can open the activity switcher again
3. Start system settings (this will not work if system settings opens a
specific page. for instance, opening it by pressing the settings button in the
activity switcher itself will not break the Meta+Q shortcut)
4. Observe you can no longer open the activity switcher with Meta+Q, and it
instead types a "q" into the search box at the top left.
