Desktop effects are disabled on login (but can be restored) if the Background
Contrast effect is disabled


STEPS TO REPRODUCE
1. In system settings, disable Workspace Behaviour->Desktop Effects->Background
Contrast
2. Logout (reboot), Log in

OBSERVED RESULT
Desktop Effects are disabled.  Notification explains that they have been
"disabled by an app".  They can be re-enabled using ALT-Shift-F12.

EXPECTED RESULT
Desktop Effects remain enabled

ADDITIONAL INFORMATION
NB., this is under X11 with compositor set to OpenGL 3.1.  Most other options
are default or near-default (Breeze Dark theme).
