What you say is sensible. Bugs usually don't fix themselves just by the effect
of time. 

But in this specific case, all of the involved elements were in fact rewritten
(almost) from scratch: the rules kcm, the way that the window detection is
called, and the kickoff menu itself

With this combination, and following the steps you mentioned I could grab the
menu properties for the alternative "Applications Menu" (codename "kicker")
even on a submenu:
 - wmclass: plasmashell
 - window type: Torn-Off Menu

This should be fixed at least on version Plasma 5.22 (and probably also some
versions before that). Anyway, if you continue to experience it, or I did
misunderstand the bug premises, please reopen.
