Failing to load the background won't be a fatal error regardless. It would just
show a white square.

Once logged in with the default theme can you run

sddm-greeter --test-mode --theme /usr/share/sddm/themes/breeze

(or whatever the Fedora path is) 

and see if that loads or crashes or what.

if it does exit, can you get a backtrace please.

Other thing to investigate is permissions on the SDDM user home directory
somewhere in /var. 
Plasma renders SVGs so will cache them there. 

Could you reopen this when you've got that info
