it certainly seems a probable cause.
however, i see in shellcorona.cpp, line 303 
connect(m_activityConsumer, &KActivities::Consumer::serviceStatusChanged, this,
&ShellCorona::load, Qt::UniqueConnection);

ivan: is this enough to make sure kactivitymanager is running and responding?
something else needed?
