Yeah we changed the implementation in
https://invent.kde.org/plasma/plasma-desktop/-/merge_requests/383.
I had a feeling that at least one person would hate the new version and we
would eventually wind up bringing back the old option as an off-by-default
option (ugh), with a UI sort of like this:
Highlight window: ( ) When hovering over Task
(o) When hovering over Task's tooltip thumbnail
( ) Never
