The Krunner issue still exists but I think as Antonio said its more of a distro thing. For Shortcut idk if its intended behavior or not so don't know if its a bug or not. As when I did a fresh install of Arch recently as got a new ssd. So I reinstalled everything and in that Konsole shortcut was missing i.e ctrl + alt + T.
