Unexpected "keep above others" reset when moving window.

SUMMARY:

The unexpected behaviour can be seen in the following video recording:

STEPS TO REPRODUCE
1. Maximize firefox by dragging it to the top and press the meta key to pop the
application launcher up.
2. Observe that the application panel is hidden behind firefox. Unset "keep
above others" in the window properties.
3. Unmaximize firefox and try to open the application launcher again with the
meta key.

OBSERVED RESULT
"Keep above other windows" resets itself to true everytime the window suffers
maximization, moving between screens, unmaximizing, etc. I can't find a way to
permanently set "Keep above others" to false.

EXPECTED RESULT
The window should remember my "Keep above/ Keep below" preferencies.

SOFTWARE/OS VERSIONS
Linux/KDE Plasma: Fedora 34 KDE spin. 5.12 kernel. 
KDE Plasma Version: 5.21.5
KDE Frameworks Version: 5.82.0
Qt Version: 5.15.2

ADDITIONAL INFORMATION:
Tested both in wayland and X11 KDE. Tested both with and without krohnkite kwin
plugin enabled.
