I've had this issue for a while on different kernels and plasma versions.

Happened today, but `xev` didn't show meta key at all.  Turns out many
keyboards have a lock setting for the meta key (or "Win-lock" or "W" lock or so
on).  My SteelSeries keyboard had a hidden mode I didn't know about, and
pressing SteelSeries + Meta unlocked the "W" lock mode, and everything started
working again.

I've also had the problem without the lock, so this isn't a solution, but it's
worth noting.  There's a difference between the Meta key being locked (ie
X-Server doesn't even register the key press) and the Meta keypress not
triggering an event (ie X receives the key, but Plasma doesn't execute).
