It's buried deep in System Settings, so we assume that the only people who use it are experts who remember this kind of thing. :) The way to make this friendlier for average users would actually be to do the synchronization automatically when there is a single user account on the machine. What is more likely to happen is that both the syncing feature and also the Advanced settings will be moved to another KCM, where there will probably be room to put them all on the same page.
