It may be more nuanced than that...
Dolphin can read the tags, rating and comment from the filesystem extension
attributes if .config/baloofilerc has "indexing-enabled" true (but irrespective
of whether there's actually a baloo index). Bug 434565, extra details under #C7
Baloo indexes extension attributes (the tags, ratings and comments) with basic
indexing (that is, without needing content indexing). Bug 417170
I'd say the workround in this case is to run baloo without full text indexing
