I installed some tool called "octopi-notifier-frameworks" and experienced this
issue. After removing it, I stopped receiving notifications. For whatever
reason I had to reinstall knotifier and restart the relevant processes.
Seems like this should be considered a plasma bug. Given that notifications are
a critical core process, they should not be broken so easily by a random
plasmoid.
