I have a similar issue. Using the GUI and importing my .ovpn file results in
being able to connect to the vpn. This happened in both OpenSuse Leap and
Manjaro KDE. 

In Manjaro I typed: 
nmcli connection import type openvpn file filename.ovpn

this created a vpn connection in the GUI that allowed me to connect to the vpn.
I did not try this in OpenSuse. 

I noticed my vpn uses a non-default port; in the GUI the working vpn connection
says the gateway is <ip address>:<port>. In the vpn connecttion that does not
work (which I imported from the GUI) the gateway is just <ip address>.
