Global shortcuts with letters do not work in all layouts.
But, if the application has local hotkeys, then it works when the window is
active.
For example, the keyboard shortcut Ctrl + Shift + P to open a private window in
the browser.
That is, hotkeys work, which are not monitored globally, but only in the active
application.
This is probably why shortcuts for Copy, Paste and others work (they are
tracked only in the active window)
